Find the circumference of the circle:

2 x pi x r = 2 x pi x 9 = 56.5714 cm

A quadrant is 1/4 of a full circle.

Find 1/4 of the circumference:

56.5714/4 = 14.1429

Now add two radius to that to get the perimeter:

14.1429 + 9 + 9 = 32.1429 cm

Round the answer as needed.
