It would be a horizontal line at negative one!

Graphing the inequality y < -1: Pick point (0,-1) and make it a point by putting  a dot there. Then the line is a dotted line, Not solid (as normal), all the way across in the x-direction. And if you have to shade the solution side... its the side below the line. :)
