The rate(speed) is 1 3/5

We can use the distance formula to solve:
d= rt
D= 4/5
T=1/2 hr

Substitute

4/5= 1/2t

Multiply 2 on both sides
2* (4/5)=(1/2)t * 2

8/5=t

We can simplify this to 1 3/5
