The Zhou created what was known as the Mandate of Heaven. The significance of the Mandate was to legitimize the idea that there could be only one ruler of China at a time. It is called the Mandate of Heaven becayse they said that the ruler had the blessing of the gods. They used it as a justification of their overthrow of the Shang.
